AIDS is the leading cause of death among young people in Africa (10-24 years old) and the world's second leading cause. Young women become twice as likely as young men to acquire HIV. A youth bulge is threatening to further increase new HIV infections in Africa. In 2018, youth aged 13 to 24 years represented 21 percent of the 37,832 new HIV diagnoses in the United States (US) and dependent areas. Youth with HIV are the least likely to be cared for in any age group and have a viral load suppressed. Addressing HIV in young adults ensures that young people have access to the knowledge and resources they need to make safe choices and that their chances of being diagnosed with HIV, and seek medication and stay in care if they have HIV. The importance of preventing young people from becoming infected with HIV has been a consistent message in all HIV-related commitments, in particular those made by Member States at the 1994 International Conference on Population and Development, the 1995 World Conference on Women and the 2001 Special Session of the United Nations General Assembly on HIV / Aids. The Joint United Nations HIV / AIDS Program (UNAIDS) brings together the efforts and resources of ten UN system organizations and the UNAIDS Secretariat to help prevent, treat and care for HIV-positive people and mitigate the impact of the epidemic. The UNAIDS Technical Labor Division provides specialized technical assistance on HIV to the countries. In the UNAIDS Policy Position Paper Intensifying HIV Prevention, HIV prevention by young people is one of 11 "Essential Programmatic Steps for HIV Prevention". In December 2001, the UNAIDS Inter-agency Task Team on HIV / AIDS and Young People (IATT / YP) was established with the aim of fostering a joint, accelerated, harmonized and expanded global , regional and country response aimed at increasing the access and use of HIV prevention, treatment and care services by young people to achieve the goal of universal access.
